Be Alert for Ambulances Being Used to Deliver Dirty Bombs or Conventional Explosives

November 24, 2003

As I stated in a previous message, terrorists in Iraq were recently found to have in their possession four ambulances loaded with explosives that were ready for use as car bombs.

And, according to a recent newspaper article, there has been suspicious activity associated with acquisition of official credentials (e.g. badges) and an interest in detailed information about official vehicles. That would include ambulances.

While it is theoretically possible that terrorists could use police vehicles in a terrorism attack, I rather suspect they might have a hard time imitating the stature and demeanor of a typical American policeman.

On the other hand, a rather wide spectrum of people of varying nationalities are known to drive ambulances throughout various localities in the United States, with that being especially true in large American cities.

I am thus cautioning all security personnel, most especially policemen, but also security personnel around important facilities, such as nuclear power plants, to be alert for a potential terroristís ruse that would employ ambulances.

Therefore, if, for example, an ambulance arrives at the front gate of a nuclear power plant with its red light flashing, and even though there may be properly uniformed personnel within the ambulance, and even though they may possess what appears to be proper identification, security personnel at such facilities should rely on investigative questioning of these individuals and careful analysis of the situation before making a decision to allow such ambulances entry to the facilities they are protecting.
