Japan Plans for Missile and Terror Attacks

Tokyo, Japan, (UPI) -- The Japanese government has asked local administrations to draw up emergency response plans to prepare for possible missile strikes or terrorist attacks.

In view of growing public anxiety over missile or terrorist attacks, the government has said it will draw up model plans and provide them to prefectural governments by the end of March. The local governments will then need to formulate their own plans, following guidelines that include evacuation procedures.

The model plans include a new warning system to alert citizens of a missile threat. As for guerrilla attacks, the plans instruct local governments on how to obtain cooperation from residents to allow Self-Defense Forces and police officers to operate smoothly in the event of such an attack.

Following Israel's example, the government intends to compile manuals for public distribution concerning evacuation procedures in the event of a missile attack, the Yomiuri Shimbun reported Tuesday.
