Foreign Minister Shimon Peres said Thursday that "it's unbelievable" Syria should head the UN Security Council, while orders to carry out terror attacks are issued from its midst.

Peres told Israeli exporters in Tel Aviv that the bus bombing near Afula on Wednesday in which 17 Israelis were killed was carried out on the orders of an Islamic Jihad leader who lives in Syria.

"We know today that this attack was done on an order from Syria, issued by Jihad leader Ramadan Shelah," Peres said, according to the Itim news agency.

Islamic Jihad claimed responsibility for the bombing shortly after the attack on Wednesday.

"What a confused world we see watching someone like Ramadan Shelah issuing an order to kill Israelis on a bus near Megiddo," Peres said.

"And who is heading the world's security council for the war on terror? Syria. It's an unbelievable situation."

Syria is to assume the rotating presidency of the Security Council this Saturday, a title it will hold for the month of June.
