Q: In Vienna in two weeks Iraq meets the U.N. on the possible return of U.N. arms inspectors. ... Is the U.S. positioning itself to strike Iraq if those talks fail?

Aldouri: If the president of the United States has ordered and signed a decision [against Iraq, i.e. the CIA order], the dialogue in Vienna will certainly not affect his decision. So, if the decision has been taken by President Bush, that means he might execute those orders regardless of what happens in Vienna.

Your president, the American president, knows very well that Iraq is clean from any weapons of mass destruction. And Blix [chief inspector Hans Blix] knows this. So, regardless of what Blix's inspectors find, or do not find, the U.S. will still hit Iraq because they have decided to change the regime, you know.

Don't forget that. Regardless of whether there are any more weapons of mass destruction or not, the U.S. will act. They are liars.

'They Will Find Nothing'

We have nothing, and if we permit the U.N. inspectors back into Baghdad, they will find nothing.

We would like to see our dialogue with the U.S. as a complete dialogue, not related to only one part of the overall problem. ... We have several issues with the United Nations [no-fly zones, naval interdictions, oil for food, economic sanctions] ....

In any case [what] we have to demonstrate to the world, except to the U.S. and Britain, is that what those two have in their minds is to attack Iraq, to wage war against Iraq regardless if there is any kind of proof of the existence of weapons of mass destruction or not.

So we hope, we would like to find a way to allow the United Nations, so they would come and discover that there is nothing [illegal] in Iraq.

But we have to see that all issues be discussed [in Vienna] with the United Nations relating to questions of the Security Council, the no-fly zones, the lifting of economic sanctions and other issues.
