In the surveillance world I always made sure my people had a prop, a prop gives you a reason to be there, it paints a non-verbal picture, so you do not draw attention to yourselves.
WORD FROM NAVY SEAL--Hey brother, had a guy (late 20's) yesterday walking around handing out flyers for a $10.00 oil change. He said he was from a local garage, the flyers were printed off on a basic printer, I could tell. I took one from him and he went on his way. Later, around 3 hours later, I saw him again in front of our house, looking at the house next door, he stood their for a while and then left.

From what I am reading, many operatives are using this theory, having props to align themselves with a reason to be there.
If I was sending out mass operatives, I would do exactly what we are reading about. The economy is creating a lot of good options for props right now. One thing to look for is: UNIFORMS. A uniform can be the same watch (SF), shoes, boots, baseball cap, facial hair, haircuts-things like this. If individuals in the same area, or visiting the same area on different days, are wearing the same items-they are working together out of the same unit. Put the word out..
