I think the "standard Android devices" (mentioned in the Public Storage letter) might be Raytheon BBN's "technology solution" called "Diablo" - a "Multifunction Android Situation Awareness Device" - listed in their DARPA sponsored Technical Report titled "Joint Assistance for Development and Execution.

"Diablo" can be found at minute 8:02...in a list titled "Learn More About our Technology Solutions"

I'd love to hear any thoughts of yours. I think this all ties together.
