The problem with this is timing, how long does it take to move 11 million people in Moscow underground ? Minute Man missiles from continental U.S. take about 30 minutes to arrive. From boomers depending on the location 5 to 10 minutes. Bordering NATO countries 5 minutes. It can't be done. The only way is to launch preemptive but that still wont afford the time needed to load the shelters. Thus enters the drills and preloaded shelters. That's the only way to accomplish the task at hand. Now the dots have been connected. Putin only has one option to try and save his people.

Between October 4th and October 7th, a massive drill involving 40 million Russian people and about 200,000 professional rescue units will participate in a massive evacuation drill that will be going on all across the country.
